Are you able to buy a pass for a taxi company in Paris so you don't have to worry about spending so much money everytime to get somewhere or worry about parking if you rent a vehicle?

1. Never heard of that. What you can do if you stay in Paris is take a metro pass, it is fast and cheap and you're never at more than a five to ten minutes walking distance from a station.
As for renting a car, if you stay in Paris my advise is : Don't! Paris is getting more and more unfriendly towards cars, red lights, crossroads redrawn to created traffic jams, disappearance of parking spaces...
You can also take a bike at one of the hundreds of automatic bike rental around Paris.
