2. if renting a car you will be covered by the rental company or if you intend to borrow a car the owner can get you insurance on their policy

If it is a friends or relatives car they can phone their car insurer and have you added to their insurance for what ever the desired period needs to be.

4. If you are renting a car , surely the hire company will have it insured. If you bought a car you will have to get a licence in that country and then get insurance from any of the thousands of companys.
