2. Yes, in fact I visit Mexico for Adventure Sports and Eco Tours several times a year. I have only done it in Baja though. I take a rental car from the US (they know it goes to Mexico), extra gas, and purchase Mexican car insurance. The only worry is having your equipment stolen, so if the company supplies the kayaks, etc. that is much better.
