Do I need a license to be a travel planner?

If I wanted to start a business, among other things, planning discount travel for persons and/or families, would I need to be licensed?

1. I own a travel agency. You need a business license and you should ask the government how to go about it. After that, if you are planning to do ticketing, you'll need to have some money to deposit in a certain bank, as a guarantee that you'll pay these tickets you issue to your clients (IATA). Every month (depending on the airline) whether you get paid or not you'll have to pay these tickets. You can also be a representative of the American Express Travel Group which gives a lot of benefits and it attracts a lot of clients because they give many services, it's like a guarantee. If you are just planning to organize hotels, etc and not tickets then you'll just need a business license from your government. Or at least that's how it worked with me... Good luck!
